This is just a helper for building the Salmon Run data JSON file, the contents still have to be stored on the server manually. I might build an actual back end and move this somewhere else eventually.

Hide the region dropdown when there aren't any active festivals
...
There isn't really any point in showing this dropdown unless a festival is active since that's the only regional difference.
This also moves the "SplatNet Gear" button to the right side of the screen.

The updater now downloads stage images when updating data from SplatNet. This way, users' browsers will no longer request images from the Nintendo servers.

Fix an issue when a Sentry DSN isn't set
...
We can still set it up without a DSN, it'll just disable error reporting. Without running config(), calling raven.captureException() will throw its own exception.
