Remove the Docker container build and deployment

The updaters and posters are moving to Cloudflare Workers, and the
container will not receive the new code, so the image build workflow,
Dockerfile, Compose files, and Watchtower configuration go. The
container currently in production keeps running its last image until it
is retired.
