* Add test for 35 Pokes banlist

* Return if no 35 Pokes or no unbanlist

* Move Sneasel-Hisui to ND RU

* Update data/formats-data.ts

* Changed logic to use isBannedSpecies instead of legalTeam

* Simplify to comparing the accepted length

* Bring back `allowed`, use otherFormes

* Moved .length
