Bans and locks work by username too

Now, when a user logs into a registered username that was previously
locked/banned, that user is also locked/banned.
The main reason this matters is because users who log in under an
autoconfirmed username are permanently autoconfirmed, even if they
log out and in to a new username. So when they're banned, they can
switch IP and regain autoconfirmed status. This change bans the
username that was autoconfirmed as well, so attempting to use it
to regain autoconfirmed status will result in an automatic re-ban.

Sigilyph's randoms moveset is built solely for use with Magic Guard, and without being able to automatically pass on status, Tinted Lens Sigilyph is pretty much just a free switch in and set-up fodder for a dark type. Wonder Skin is even worse in that it reduces the need for Psycho Shift.

It's the Gen 6 update!
- Autocrit moves have their base powers tweaked for the new crit
mechanics; they're now slightly more powerful.
- Ambipom's Sketch is now considered an event move, like Necturna's
- Confusion now deals damage every attack, but the attack is never
prevented. Its duration is also 3-5 now.
- Parental Bond is now half damage on both hits, but makes all moves
perfect accuracy as is standard for NEXT multi-hit moves.
- Parabolic Charge now has 40 base power, but gives -1 SpA, -1 SpD to
the target and +1 SpA, +1 SpD to the user
- Focus Blast down to 30%; I really don't want people to use it
without No Guard
- Drives no longer grant bonus damage to Techno Blast, the gen 6 buff
is plenty
- Manaphy unbanned
