820f135c61 Gen 3: Ban Smeargle with Ingrain 
As of this post http://www.smogon.com/forums/threads/adv-baton-pass-voting.102353/ Smeargle 
with Ingrain ought to be banned on gen 3.

Since the formats must be available to play for tournaments as-is, this ban is for the whole of 
Gen 3 OU.

e2b57563a6 Optimized team sending 
Teams are now sent using our new packTeam/unpackTeam code, rather
than JSON. This compresses teams from an average of 2000 bytes to
an average of 500 bytes.

Lugia, Reshiram, and Kyurem-W are too powerful or centralising for
the health of the meta.
