Kurt 9c5c5a9377 Add shiny rate editor

patches an instruction to override the amount of rerolls for the PID
generation routine

Existing Code:
LDRB    R0, [R4,#0x23]
New Code:
MOVW R0, value (0-65535)

pk3DS creates the assembly instruction to replace the existing
instruction.
