Bugfix: Check For Updates Failing

Fixed a bug where the game would not refresh manifest.txt when the
"Update Software" mode was chosen. This would cause the game to miss
updates even when some where available.

Adding the HIDAPI library to the project as a dependency so that I can
use it to access the Minimaid IO board. This first implemention of
lights support is untested, pending the arrival of my test hardware.

Fixed a bug in the (new) VideoManager which was causing file handles to leak, eventually breaking the game forever. This was noticeable after a few hours of the attract loop. I also modified Error Mode to reboot the game after 10 minutes of being neglected at the error screen.
