Unopack pokefoot.narc and Document pokedex_footprint (#513) 
* generate pokefoot.narc

Unpacked pokefoot.narc
Each species folder now contains a `footprint.png`
Documented `pokedex_foot`

* Check parent folders

Added a check to make sure the species folders exist for the NCGR files.

* Function Names

Gave pokedex_foot functions more accurate names

* format header

* pal crlf

Force palettes to crlf

* naix

Added naix and order file generation for pokefoot.narc
make_pokefoot uses species constants instead of subdirs
renamed pokedex_foot and its functions

* fix merge
