The "Standard NatDex" rule didn't apply all NatDex rules, because some
were hardcoded to apply to formats with "National Dex" in their name.
This has been fixed; now all validation relies on the "Standard NatDex"
rule.

- `writeUpdate` state is now stored in a global variable, so hotpatching doesn't crash it
- throttling now writes on the tail (so two throttled `writeUpdate` calls will write one update, not two)
- room settings, punishments, and helptickets are now throttled

Gen 1: Fix Stadium Rest ( #7888 )

The current implementation of Rest on the Stadium sim fails to recalculate stats when Rest is used. This means that right now, the stat drops from Paralysis and Burn remain when you use it. This is inaccurate, and a massive problem considering Rest's increased relevance in the Stadium metagame.
