Implement Pokebank Ubers
...
Pokebank Ubers is a new featured Other Meta that represents the Ubers
metagame with gen 6 mons but with gen 5 mons with old moves and old
stats.
Gen 5.5 is no longer featured as OM of the Month, now it's listed as
an Other Metagame.

Add Gen 6 Beta ladders
...
Added the ladders with a initial Standard banlist for beta laddering.
This will ease players trying gen 6 and looking for battles, while
the initial metagames can be tested while the mechanics, movesets, etc.
are still being nailed down.
Given the operture of gen 6 C&C, ladders are required to start theory
moning and to test possibilities.

Blaziken and Excadrill won't start gen 6 as Ubers.
Add all Pokémon unavailable until December on Pokebank as Unreleased.
Xerneas, Yveltal, and Mewtwo are the only Ubers so far.
