It learns it in USUM and it's much better hazard removal for it because
Hustle gives Rapid Spin a chance of missing, and the evasion reduction
helping its other moves affected by Hustle.

...
This is an outdated message, added when non-lobby chatrooms were
first introduced, for servers to report that they supported non-lobby
chatrooms, so the client would know whether or not to display the
"+" tab.
The client started ignoring this message (and assuming all servers
support rooms) over three years ago:
