Properly handle ghost connections ( #5106 )
...
xhr-streaming connections were the only connections that were becoming
ghost connections. This sets a timeout of the SockJS heartbeat interval
plus one second to account for any delay in receiving the SockJS
heartbeat packet to close the connection if it has been inactive during
that time.

Random Battle: Lower Keen Eye rating ( #5098 )
...
Fixes Drapion, who has 3 different moves with a rating of 1. Keen Eye is
less useful than Battle Armor or Sniper because of a lack of accuracy
reduction moves in random battle, so this ensures that it is not chosen.
