Take steps to statically type Config ( #5920 )

This commit changes the TypeScript global variable of `Config` from
`AnyObject` to `Config & AnyObject`.
It still falls back to `AnyObject` (hence the 'Take steps') because of
the main-specific `Config` properties that are used without being in the
`Config` object itself.
These can be added by someone with access to the PS main server.
Regardlesss, this is an improvement as IntelliSense can display and
autocomplete the known properies.
In addition, the TypeScript compiler will now report bugs
concerning the types of the properties, which I have fixed in this
commit.

Refactor battle.dex out of battle ( #5851 )

In most other similar systems, like TeamValidator, we use `thing.dex` instead of having it extend `ModdedDex`. Battle has always extended `ModdedDex`, though. This changes Battle to match the others.
This should fix an issue with `Battle.data` not being cached.
This also frees up Battle to extend ObjectReadWriteStream<string> in a future update.

* Refactor validator
This is a major refactor intended to make the default rules easier to
understand, and also easier for OMs to bypass.
Removed rules:
- `Pokemon`: This is now `-Nonexistent`. Its previous name was intended
to be interpreted as "simulate the Pokémon games exactly, and only
allow what they allow". The new name should make it clearer that it
mainly bans CAPs and other nonexistent Pokémon and functionality.
- `-Illegal`: This is now `Obtainable` (see below).
- `Allow CAP`: This is now `+CAP`. Instead of having a hardcoded rule,
OMs can now be manually whitelist any pokemon/item/etc or group of
them, overriding `-Nonexistent`.
- `Ignore Illegal Abilities`: This is now `!Obtainable Abilities` (see
below).
`Obtainable` was previously `-Illegal`, and does the same thing: Makes
sure you have a regular Pokémon game with only Pokémon that can be
obtained without hacking.
But instead of being a ban, it's now a rule that does nothing by
itself, except contain more rules:
- `Obtainable Moves`
- `Obtainable Abilities`
- `Obtainable Formes`
- `Obtainable Misc`
- `-Nonexistent`
- `-Unreleased`
This allows OMs to piecemeal repeal and unban any of these individual
rules, instead of the previous approach of unbanning them all and
manually reimplementing every single validation you wanted to keep.
* Refactor PokemonSources into a class
This mostly just makes a lot of the weirder checks in the validator
substantially more readable.
This also renames `lsetData` to `setSources`, which should also help
readability.
* Validate Bottle Cap HP types
Fixes an issue reported here:

We have a new MoveSource type: R for Restricted. R moves work like
level-up/tutor/TM moves, except you're limited to one R move.
- Shedinja move stolen from Ninjask in Gen 3-4 are now R moves instead
of event moves. This allows them to coexist with Nincada egg moves.
- Necrozma-DW/DM now inherit moves/events from Necrozma (like Rotom,
but with event validation). This allows them to be shiny.
- Pokemon can now get egg moves from their own evolutions. This fixes
some Tyrogue, Charmander, and Treecko sets mentioned in #5742
- Some more C moves were added, fixing some Hitmontop and Chatot sets
mentioned in #5742

`canUseRandomTeam` was a feature intended to allow random teams to be
generated in custom games. I never added a UI for it, and nowadays we
have more than one Random Battle format anyway, so this flag no longer
makes any sense.
The new plan is to support "random team" custom rules, which should be
easier to implement and easier for users to understand.

This commit is aimed at a particular kind of timerstalling: starting a
new game while letting the timer run out on your current game, instead
of just forfeiting.
Now you can't search for more battles if it's your turn to move, or if
your opponent takes less than 10 seconds to move (including animation).
1v1 and Metronome Battles asked for exemptions, and they've received
them.

- Total time is now capped at starting total time.
- We now support a grace period between timer activation and when total
time starts ticking down. This is used to implement VGC's Team Preview
timer, as well as the 60 second grace period in normal games.
- We no longer clamp down on games over 400 turns.
- Starting time in the ladder is decreased to 150 seconds.
VGC's timer has also been tweaked in other ways.

Correctly truncate values

Numbers in Pokemon are 32-bit integers, which means that they're
truncated (rounded towards 0) as well as overflowing at 32-bit
limits.
We've been using `Math.floor`, but JavaScript has many functions for
coercing to 32-bit integers which already do everything we want. So
this commit changes to doing that.
It's done in a new function Battle#trunc which is overridden in
Custom Games where players might prefer to play without integer
overflow issues.
(Custom Game _still_ needs a UI rework, blah blah Preact...)

Normally, Illusion copies everything except the level, so if Zoroark is
a different level from the pokemon it's copying, it's very obvious that
it's a copy. This isn't a problem normally (because everyone is 50 or
100), but in randbats, it's a big tell, and makes Zoroark weaker than
it's supposed to be.
And, unrelatedly, everyone thinks it's a bug even though it's not.

Permessage-deflate is an extensIon that compresses websocket messages with zlib.
SockJS already supports it (indirectly) and the client's load balancer already
inserts the header in the opening handshake when making a WebSocket connection.
Config.wsdeflate makes this optional and allows tweaking the extension's resource
usage.

Mostly, this gives a consistent naming scheme for `move` (a Move
object) vs `moveSlot` (a MoveSlot object).
This also refactors a lot of existing `moveSlot` accesses to be modern,
including using `for...of`.

Since I've already started adding and changing all of the OM banlists to
allow them to be viewable though `/om`, I figured that I'd take the
final step and standardize all OM banlists and restrictions. It's
understandable if you want things like 1v1's banlist and ruleset to
remain the same as before; I'll happily revert that part.

run out of memory, since ofe is an optional dependency but is not
installed by default. nodemailer is now a nonDefaultDependency, and

- Setting Config.autolockdown to false will turn this off.

- `Config.repl` enables/disables using REPL sockets since it doesn't
make as much sense to configure whether or not it's enabled with the
REPL_ENABLED const
- exports.start takes a filename parametre rather than a prefix and a
suffix one to avoid having to mutate parametres
- dead REPL sockets are removed from the sockets list when the server
emits an error, and the server closes on error now before respawning
the server
- made the file ready for Typescript

The last 7 commits to team-validator take the code in the wrong
direction. While it's possible that the latest one fixes the validation
issues for VGC, they misuse variable names and in general need to be
redone from scratch.

We now use the datacenter list from https://github.com/client9/ipcat
It's incomplete so I've merged in PS's own list of datacenters, and
it looks like it's been unmaintained since March, but it's a pretty
good starting point.
(dnsbl.js has been a more general list of proxies for quite a while;
maybe I should look into renaming it...)

This is basically a system that allows for room moderators or higher to set a minimum time between a user's messages sent to the room.
This is especially helpful for times the server might be lagging or the chat is just moving much too fast.
Alternatively, this could also help to stop spammers in their tracks and give staff more time to handle them as well.

We are also removing the github-specific code from /htmlbox as well, removing the modchat alias of * for player, and we are giving room owners and leaders the roombot permission so they can promote to it.

Battle. This prevents having to maintain two functions, in addition to
removing duplicate code.
- Improve Monotype teams by preventing more than one of the same type
combination.
- Remove no longer needed Pichu-Spiky-eared check from
`randomDoublesTeam`.
