Removed some hardcoded move IDs (#3982)
* Removed EFFECT_HURRICANE in favor of using EFFECT_THUNDER

* Added EFFECT_BLIZZARD

* Helping the IDE a little

* Removed MOVE_SELF_DESTRUCT and MOVE_EXPLOSION hardcoding
